PulseAudio is unstable at best, really. If you will to use Skype in together with PA, there are few steps you must go through.
1 - You must have Skype Static OSS
version from http://www.skype.com/download/skype/linux/choose/
2 - For audio support with PA, Skype should be loaded like this

If you are having other serious issues regarding the use of PulseAudio, I recommend to disable it and use good old Alsa. May possibly work on Gnome 2.22 & 2.24 series. Report to Screens below illustrating a possible configuration with Alsa within Gnome. On this alternative setup,
1 - Make PulseAudio binary non-executablealong with all daemons/init scripts and such associated to it (rc.pulseaudio, gnome-session autostart...etc)

2 - Empty system-wide sound settings
